为了选拔和培养品学兼优的青少年科技后备人才，上海市科学技术委员会和上海市教育委员会联合制定、实施“2004——2010青少年科技人才培养计划”，并委托上海市青少年科技教育中心建立了上海市青少年科学研究院，以建立完善的优秀人才发现、跟踪、培养机制，培育一批具有创新潜力和一定科学实践能力的科技后备人才梯队。

上海市青少年科学研究院将逐步设置具有现代教育理念、跨学科、综合性、多功能、开放型的创新工作室。开展组建学员队伍、构建资源网络、建设实验基地、组织指导力量、创建信息平台、形成运作模式、实施教育研究等具体工作；通过专题研修、课题研究、科学沙龙等活动为青少年搭建开放多元、互动协作、自主创新和亲历科学的平台。

 To select and cultivate excellent juvenile reserve talents of science and technology, Shanghai Science and Technology Committee and Shanghai Education Committee have jointly drawn and implemented the “2004—2010 plan of cultivating juvenile scientific and technological talents”. The two committees have commissioned Shanghai Youth Center of Science and Technology Education (SYCSTE) to establish Shanghai Youth Academy of Sciences. The aim is to form a fully functioning mechanism for discovering, tracking and training talents, and to educate a team of gradable reserve juvenile scientific and technological talents with potential creativity and certain ability to do scientific practice.

 Shanghai Youth Academy of Sciences will set up a series of innovative workrooms based on modern educational ideas. The activities carried out in these workrooms will be of comprehensive, multidisciplinary, multifunctional nature and open to the outside world. The Academy will strive to organize groups of talent students, construct resource networks, build up experiment bases, organize instruction force, create information platforms， so as to form its own operational pattern, and carry out educational researches. The Academy will also provide teenagers with activities such as lectures on specified subject matter, research on specific projects, saloons on scientific topics to build an open and pluralistic platform for them. The teenagers can cooperate and innovate on this platform and experience scientific processes personally.
